The community was founded in 1870 by Presbyterian Reverend Lemuel P. Webber as a temperance colony for those who shared his religious and moral ideals. The name Westminster was adopted in honor of the Westminster Assembly of 1643 that established the basic tenets of the Presbyterian Church.
